This is an URGENT MEMBERSHIP MEETING to finalize our SB 406 Neskowin Preferred Approach to Middle Housing. This is Neskowin’s opportunity to have input into what will be submitted by the Tillamook County Community Development office to the Planning Commission for hearings and ultimately recommendation to the county commissioners. The NCAC will have two more opportunities to comment on the Middle Housing ordinances as they pertain to Neskowin at the Planning Commission and the Board of County Commissioners hearings to to review and approve these changes. Since input during the hearings process is limited in time and scope our best opportunity to influence what is submitted for hearings is now. And our committee needs your final input this coming Monday night before we send the county our preferences for change.

Introduction
The Community Plan Steering Subcommittee (CPSS) of the Neskowin Community Advisory Committee (NCAC) has prepared this preliminary input to the process of establishing Middle Housing in our community.
The process of understanding the implications and impact of the new housing law has been hampered by the delay in obtaining clear information about the latitude allowed in the implementation Senate Bill 406 (SB406). The delay in the process has prevented the Community Plan Steering Subcommittee from fully vetting the approach recommended by this document.
The text of this document is largely taken from the document Neskowin Multifamily Dwellings and Cottage Clusters Development Standards, given to the CPSS on March 29th 2025 by the Director of Community Development, Sarah Absher. The CPSS has reformatted that document for readability[1] and has modified or deleted parts of it to conform to our understanding of the community’s preferences.
NCAC members attending an urgent meeting have approved this document, but there has not been time for the full membership to properly consider this important matter. It is possible that the NCAC final recommendation may be different, possibly substantially so.
